I'm gonna ask you to explain this one Bob, since I can't figure it out. There is evidently something reflected in the "falling water" of unknown origin, something that looks a little like a man in some kind of small yellow convertible roadster with purple tires, a cartoon-like Super Mario type character driving right towards me. It definitely piqued my curiosity.

Minnie, it's an outdoor fountain at an outdoor shopping mall. The yellow and white lights are from a store in the background. The purple lights are lights that change color and are located in the fountain. The water is pumped up to a trough and then overflows causing the cascade which is both illuminated and translucent letting the lights behind show through.

Very good imagination in seeing a man in a convertible driving towards the viewer. I like that.
