MinnieV pegged it. It's called haloing and it can be caused in several ways (most often seen in HDR tone mapping) and very often it's considered an artifact most people strive to avoid. However, it is also a technique (brushing, masking) that can be used for special effects, as in this case.

Now, the trick is... can you reproduce the effect?

Yes, Duck, I remember. In Silver Effex, under the Contrast tool, I moved soft contrast all the way to the left. In this one, I didn't take it that far. Just a little heavenly light oozing in the window. And a black border to suggest the powers of darkness that want to quench it. Or something like that. Matt

That’s very nice, a rather ethereal image made from ordinary objects posed well and further created in post.
