It definitely looks like a recessed light of some type.
Maybe one of those placed at intervals on a set of stairs?
The housing definitely looks weather proof, so it's likely for outdoor use.
An architectural light used to shine up on a wall perhaps.
Other than that, I'm running out of ideas.
