Ever loaded up a picture and you wanted to play with it. I bet we all have to some degree.
Looking at my original picture I thought how it would come out on matt paper, but wanted more texture. With no plan or idea and working in P/S 6 I did the following.
Filter/oil paint
Stylization4_Cleanliness 2.3_Scale 0.8_Bristle detail 1.0_Lighting angular direction30.0_shine1.3
Played with this picture before, and yes have produced some crazy results.
I like this because it was simple to do and finished result is pleasing.
Have fun:

At a smaller resolution I'm not really getting a significant difference between the straight photo and the effect photo. In truth, it just looks like you applied a texture over the image. Perhaps posting a cropped section that shows the effect clearer would help. (?)

I like it. It is certain that the difference is subtle, but it is definitely there, and I find it an improvement over the original. It's interesting that you used the oil paint filter when what I perceive is watercolor, that is, the effect looks like watercolor on very rough paper. The original is rather ho-hum, but the effect makes it interesting. I want to put a rowing boat in and pull along the piers. :D

I like the texture, it feels like it's painted on stucco. Neat! S-
